The UGMC’s journey from conception to operationa has been marked with a lot of controversy. In a bid to solve the long-standing managerial tussle, President John Dramani Mahama has announced a clear roadmap to transfer the management of the University of Ghana Medical Centre (UGMC) from the Ministry of Health to the University of Ghana. The announcement was made during a congregation ceremony at the University of Ghana over the weekend, where the President revealed that a committee established to examine the transition had completed its work and submitted its report. “We remain committed to restoring the university’s stewardship of the medical centre,” President Mahama stated, adding that the next step is the presentation of a transition roadmap for execution.

The idea for a medical facility on the University of Ghana campus dates back to 1964, when the concept of a “medical village” was first proposed. While components like the School of Public Health and the Noguchi Memorial Institute for Medical Research were developed over the years, the vision of a full-scale teaching hospital remained unrealised for decades. It wasn’t until the late President Professor John Evans Atta Mills cut the sod for construction on March 12, 2011 did the project make headway. The facility was envisioned not just as a hospital but as an integral part of the university’s academic and research mission.

Why This Roadmap Matters

The transition is not merely an administrative reshuffle; it is a strategic move to realign UGMC with its original purpose as a centre of excellence for teaching, research, specialist training, and world-class healthcare delivery. President Mahama described UGMC as Ghana’s “highest quaternary medical facility” and of world-class standard.

Currently, UGMC operates primarily as a clinical facility under the Ministry of Health. The transition aims to fully integrate the Medical Centre into the University of Ghana’s academic framework . This integration is expected to:

• Strengthen Medical Training: Provide University of Ghana Medical School students and faculty direct access to a world-class quaternary facility for hands-on training, moving beyond the traditional model where the medical school was somewhat isolated from the main campus at Korle-Bu.
• Boost Research: Create a seamless link between clinical practice and academic research. UGMC’s capabilities, including its Medical Training & Simulation Centre and groundbreaking procedures like cardiac ablations and laparoscopic surgeries, will become vital resources for research and innovation.
• Enhance Specialist Training: The hospital will become a primary site for residency programmes and sub-specialist training, fostering the next generation of Ghanaian medical leaders.

The Transition Committee, co-chaired by Professors Aaron Lawson and Mutawakilu Ibin Idrisu, has proposed a comprehensive 10-year implementation plan. The roadmap is structured in three phases:

1. Phase One (Year 1): This immediate phase prioritises the legal transfer of shares, governance agreements, and the reconstitution of the hospital’s board. It also involves initial rotations of University of Ghana Medical School faculty within UGMC.
2. Phase Two (Years 1–4): The focus will be on strengthening functional integration. This includes expanding specialist services, completing infrastructure upgrades, and establishing residency programmes and international partnerships.
3. Phase Three (Years 5–10): This final stage aims for full institutional maturation. It envisions the relocation of the College of Health Sciences to the Legon campus and the establishment of advanced research facilities, ultimately positioning UGMC as Ghana’s premier academic health centre

The government will now deliberate on the committee’s report to finalise the next steps . Once adopted, the transition is expected to mark a new era for UGMC, not just as a hospital, but as a fully integrated academic institution dedicated to advancing healthcare, research, and education in Ghana and beyond
